Hello, from Los Angeles, California

:) I am a rare native. Born and lived here all my life. The city has grown up all around me. I love to haunt the Venice Boardwalk and Santa Monica pier. Lots of people, happy people. Lots of warm sunshine most all year long. Can't say I mind climate change. It has made where I live much warmer and sunnier. I spend most of my time out and about; walking around with my camera. Do you like photography? It is my hobby. I am not a Pro and don't aspire to be one. Rather I just have fun and enjoy photography as much as I can. How about you?

Welcome, Robb. We have some things in common. I was born and raised in L.A. And, I also like to take photos. I hope you post some of yours in the photography section.
Thanks, Don. Can you tell me what restrictions or rules there are? I don't want to run into trouble with anyone. I used to do street portraits of strangers without their permission. But, I know in some countries this is prohibited like the UK. So, I've switched to just doing flowers to keep everyone happy.:)
 
Thank you. Hope things are well with you in Florida. A cousin just bought a house in Orlando, but can't get home owner's insurance. Strange? Don't know why.
We are getting hurricane Idalia. We will be feeling it through the night and tomorrow. It is not uncommon to not be able to get home insurance in Florida. Quite a few companies left the state. Others dropped active clients with very little notice. The remaining ones raised their rates significantly. The Orlando area suffered greatly from floods (mainly) with last year's hurricane. We are in a bad and sad situation with insurance presently, with unfortunately no forseable solutions. He might be able to get some satisfactory response from an agent that represents different companies but I believe the coverage will be minimum and the rates will be high. It is also very difficult to obtain insurance during the hurricane season.

I don't know of any rules or restrictions here. I doubt whether you will get in any trouble. Now a days everybody carries a phone in their pocket, and California is used to tourists with cameras.

That would be a 1st Amendment issue, not local. You can draw anything in public view. If it is a person, just try to avoid dogging children, that could raise an issue. Do not generally follow anyone, but if you wish to draw, say, a person waiting for a bus, do it so as to not invade their space, keep a reasonable distance. You have to consider the rights of others also.

As a street shooter I learned the rules for California. Rules vary by state. In California you can shoot anyone when they are in public. Anyone.

However, there are some guiding principles. For example, you can't shoot anyone who would normally be in the expectation of privacy. As through a residential window. You may see them plainly from the street when they have drapes drawn open, but you can't shoot through the window.

As for your 'Constitutional Rights' I'd be very careful when asserting this. For example, in some notable agriculture industry dominated states you cannot shoot any farm operations even when standing on a public space such as a street or sidewalk.

If you are going to be anything like professional in doing street photography it is important to be fully informed of the rules governing your activity in whatever state you are in. All serious street shooters abide by the rules.
 
When you said "Street portrait" I assumed you meant a painting of. That is why my response centered on drawing someone, as in artistry. I was specifically addressing that, not photography.
 
I spent a good bit of time in LA a few years ago. I found the people generally to be warm and friendly, except when they are driving.
In one of my many jobs that I worked in, once I worked in a truck yard where truckers from every where in the U.S. would drop in as they passed through L.A.

They all said the same thing about L.A. drivers. The traffic was normal for a big city. But, in L.A. it was particularly different when it rained. We are so used to sunny weather that rainy days are a rarity.

But, on rainy days L.A. drivers turn into kamikazes, the truck drivers would complain. I guess these truck drivers should know with all their experience. I stay off the roads when it rains in L.A.
 
I lived in San Pedro for 6 months on a boat I was getting ready to go to sea. Oddly, having left Chicago at my first opportunity to leave the city, Southern Cal was a comfortable social fit for me. But I belong in the woods. In some ways it's a sacrifice. I miss the social experience I had in California. It was warm and welcoming overall.

In 1968 part of our summer vacation was to the West Coast, spent a couple days in Los Angeles, did the usual tourist things, Universal Studio Tour, Disneyland,then headed to San Francisco to visit my mom's aunt&uncle
LA Dodgers is my fav #1 baseball team,became a fan in the 80's then came back to them in 2015
