Maybe it's just me, but I see this as being two very different topics - children misbehaving and psychos attacking those children.
If you're trying to make a connection between bad behavior as a child and homicidal rage as an adult I think you might need to look a bit more deeply at abnormal psychology, not parental disinterest.
Well, maybe it's just me, and I don't claim to be a psychologist, but observation and common sense tells me there is a real connection between the way a lot of kids are raised and the resulting violent behavior.
The lack of values and exposure to violence and adult content in media are being pushed on kids at a very early age. The lack of moral guidance, the anything goes attitude condoned by society, and desensitization to the finality of death by violent media content, in my opinion leads to abnormal psychological behavior. This is just too much for a child's immature brain to process.
When a child has been exposed to the adult concepts of sex, violence, as well as drugs and alcohol in many instances, how is the immature brain supposed to process this? By a disconnect to reality and acting out in many cases.
I'm sure there are many more factors that enter into play that culminate in this violent behavior. Parental disinterest is just one of the many components of this behavior that I listed.
This is not about children just misbehaving, pulling childish pranks as kids are want to do. But rather about children killing other children. After all, if memory serves me, most if not all of the school shootings and many of the mass shootings are committed by juveniles or young adults with homicidal rage.
As I said earlier, instead of trying to fix the problem at the root, we put patches on it, in this case arming teachers and having security guards in schools. Not against either at this point, it's just that it will not fix the inherent problem.

That Guy.. Hopefully you will never be in a situation where one or more "nitwit"s in the crowd has taken the initiative to get a gun permit and saves your butt from a shooter. As these incidents are happening more and more, your odds are going down that you will be in the wrong place at the right time someday.
To each his own on this thinking, but some may call you a "nitwit" for not living in the reality of the day.
TICA:
I wouldn't live somewhere where I felt compelled to carry a gun to the mall, just in case some wacko went nuts. And.... if my children attended a school where the teachers were armed, I'd pull them out and home school them.
I don't imagine most of the people who have been victims of mall, theatre or random car jacking shootings felt they lived somewhere where they were compelled to carry a gun to go to the mall or theatre. No place is exempt from these random, unpredictable act of violence these days.
Home schooling is becoming a serious option among parents who do not want their children to be exposed to the indoctrination educational system, safety issues and undesirable trends.
