An opinion not a resolution to this growing problem.
Not justified. Neither were posing a threat to the home owner. Understand the home owners wanting to stop the theft but was the contents in the packages really worth shooting? My preference would be to try my best to be able to identify them & call the police.

According to the video one was shot in the foot. While excessive IMO that should have been the end of shooting. The one shot in the foot not likely to run away. Why shoot the other one?
 

I don’t agree with it but I do understand it.

My solution has been to go back to shopping in brick and mortar stores as much as possible.

The frustration will continue to build and bubble over until the porch pirates and other petty criminals perceive the dangers and the penalty to be greater than the potential reward.

He could have shot up in the air...or shot close enough to them to scare them, but not injure them. In fact, if he yelled...I have a gun and will shoot, that would've probably scare them off. If they posed no immediate threat to him, then no it was not justified. I'm curious too as why so many police officers were still present well after the incident. And as the newscaster said, it will be interesting to see the outcome. Hopefully this incident will discourage others from porch pirating.
 
Exploding packages may be a lawsuit in the works or the pirates come back to even the score as they know where you live. Shooting porch pirates is not the answer. A change in the heart and minds of the thieves needs to take place. Why do people think it is okay to steal or kill?
