Let's look at the facts. Two XL Bully dogs inside a house with their 6 puppies. The owner, who has been warned about the aggressive dogs, allows a relative, the female victim, to stay with this pack of dogs along with his 11 year old boy. He goes out. Since the puppies often fight, he leaves instructions for the woman to take a broom to them if necessary, which she does.
I see irresponsibility and stupidity. The behaviour of the dogs is natural in these circumstances where they perceive their puppies are being threatened. Crucially, their pack leader, the male owner, is not there. The woman had no authority over the dogs as they saw it no doubt. So they attacked and killed her.
Why were they being bred anyway and look how many dogs were crammed into that house. Did these dogs get veterinary attention, did the owner take any note at all of the new laws? Unlikely.
