Madagascar Parliament says Yes to castration of men found guilty of child rape

Madagascar law allowing castration of child rapists prompts criticism from rights groups

"Surgical castration will always be pronounced for those guilty of raping a child under the age of 10, according to the law’s wording. Cases of rape against children between the ages of 10 and 13 will be punished by surgical or chemical castration. The rape of minors between ages 14 and 17 will be punished by chemical castration.

"Offenders would also face sterner sentences of up to life in prison as well as castration.

“'We want to protect children much more. The younger the child, the greater the punishment,' said Justice Minister Landy Mbolatiana Randriamanantenasoa."

The new law must be ratified by the High Constitutional Court and then signed by the president before it is implemented.

Sadly castration won't change the offender, they used to do castrations back in the 1940s in the U.S.
University of Alabama Criminal Justice Professor Robert Sigler said castration has not proven to be an effective way to stop sex offenders from repeating their crimes.
"Research indicates that sexual abuse is not necessarily sexual. These people are mentally ill and sexual castration often does not solve the problem," Sigler said. link
Life in prison would be a sure fire preventative measure against repeat offenses.

I agree with a life sentence. I dated a lady who's uncle was a vile repeat offender and served only a total of 2 years and 3 months over the 28 years he committed this particular crime. He finally got a 20 year sentence and died in prison (killed) a few months later.

Madagascar is hoping this new law will be an effective deterrent. It probably will.

I have heard from women's groups that rape is usually more a crime of violence rather than passion .

But against children, perhaps more is involved, imo.
That's a really good point. Characterizing rape as a hate crime or crime of violence stops people from looking at the other motives. And the problem with that is that hate is actually curable.

Historically speaking, when the penalty for rape of a woman was to hang, many rapists simply murdered their victims. Obviously that was before DNA was available but it is something to consider. For every complex problem there is always a simple solution...

...which is usually the wrong solution.

Castration is the removal of the testes. Males still have a functioning delivery device, but no semen. Supposedly, removal of the testes reduces the testosterone levels, but that's not the only areas which produce testosterone. As a crime deterrent, it is questionable at best.

Interesting concept. I think that the cure is solely dependent on the individual's own self evaluation and emotional healing.
I agree.

Therapy is an effective way to help people resolve their hatred because hate is an illusion, but I don't think it's ever been very effective at treating pedophilia. That's what I was thinking when I posted that.

I have a friend who advocates castration for rape... whether its and adult or child. But she would make the process as drawn out and painful as possible. And I ain't mad at her. Raping a child is a reason I would not be upset if a parent, grandparent or other relative eliminated the rapist. Decades ago I was told a story by our clinic nurse about a woman who used to work where we worked. The woman walked in and found her boyfriend raping her 12 year old daughter. She killed him right then and there. She didn't serve much time.

Yeah, the Madagascar Parliament explained that dangling castration over a pedo's head will be more of a deterrent than a prevention, and I think they're right about that.

Fuzz, if castration didn't cause men to lose the ability to be sexually active, then there wouldn't have been eunuchs minding the harems. Maybe it doesn't work 100% of the time, idk, but it probably does the job 90+% of the time.

There are a few famous stories about parents who murdered their child's molester; a father who waited at an airport shot his son's rapist as he was taken off an airplane (extradited from another state), the mother who shot her daughter's rapist in a courtroom and a couple of fathers who did the same thing.

These parents knew their children wouldn't get justice from the courts. People keep asking for stiffer penalties for assaults against minors but it's not happening. It's happened here and there at the state level after years of petitions and protests and publicized begging, but even in those states, if the perpetrator faces felony charges, he's facing federal sentences.

"These parents knew their children wouldn't get justice from the courts." And that the justice system often lets children and their parents down is a very sad, angering state of affairs!

I'll never forget a horrible sexual assault and mutilation of the victim that happened locally in 1985: Jury Convicts Man in Acid Attack on Girl
My heart hurts for the girl, she remains horribly disfigured despite numerous reconstructive surgeries. She has made the best of it, a truly courageous person.
The rapist- Jack Oscar King had a prior conviction. I had read at the time(1985) about castrations being ineffective for preventing repeat pedophilic offenses, and thought maybe removing the offending member would make another rape physically impossible.

It's deplorable.

I watched an interview with 3 adults who were raped when they were kids. All 3 of them became drug addicts, 2 of them were habitual criminals in and out of prison, and all of them had attempted suicide. One of them spent more time in prison for stealing a car than his rapist spent in prison for raping him when he was 4. Auto-theft, 12 years and a parole hearing after 10 served; child rape, 2 years reduced to 16 months for good behavior.

I think that's a lie. I mean, it might not stop a pedo from molesting children in some way, and that's probably what they mean when they say it's ineffective. But it would end their ability to literally rape, and I still say it's a very effective deterrent.

But the American justice system cannot condone mutilation. That's the bottom line. That's why we get these excuses.

My point is that when the victim is dead then punishment is less likely to fall on the perp.

Oh. I guess that went over my head.

But it would be a stiffer punishment if he's caught, right? 25 to life for murder, maybe 2 years for rape.
Ah well, one thing criminals have in common is stupidity.
