Not only did the Police Chief.. make the note and arrange the coat and hood to look like a KKK robe.. he also stuck a cone shaped hat on his head made from paper...

How could it possibly be a joke between 2 colleagues?..aside from anything else..they hardly knew each other to even joke like that ( even if it could possibly ever be a joke ) Cop.. over 30 years in the force...Black officer just 9 months...

This was out and out bullying....
