People that are always apologizing

Like a waitress apologizing for bad restaurant food. She didn't cook it, just served it. Or a parishioner apologizing for something the minister failed to do.
 

I notice young mothers with infants in strollers are always apologising. I tell them that they have nothing to apologise for and that motherhood is to be celebrated. I can only assume that they get a lot of dirty looks from grumps.

I think it's good customer service for the waitress to apologize to the customer if the food is not up to expectations. How rude it would be for her to have a too bad, so sad attitude. She is considerate of the customer and as far as I'm concerned there's not enough of that these days. When I was working, I always apologized if someone was taken care of late because of that day's circumstances, etc. I don't know about church, maybe if the parishioner had something to do that was directly related to what the minister failed to take care of, then an apology is appropriate, IMO.

I agree with that. It isn't the waitress's place to apologize for the cook or the minister. I think more appropriate might be, "I'm sorry you didn't enjoy it/feel that way. I'll pass your comments on to the cook/minister and have him/her contact you. (Or come out and speak to you.) What can we do to remedy the situation?"
