Two reasons here in Australia.
Decades of Government inaction in building social housing
Migration is ridiculously high. Net permanent resident arrivals are above 200,000 a year. Without enough housing to begin with, it allows landlords to fleece renters.
I thought Australia was very difficult to move to, @Bretrick. Doesn't the country have a scoring system? I read that prospective citizens must in general be relatively young, in generally good health, and employed or have good prospects of employment.

All correct. This is what they are as well.
My gripe is they are not respecting their adopted country.
It is okay to bring your culture here, but at least respect the local culture and do not look on us as scum.
 
Building or property manager should've given them an orientation other than handing them something written to sgin.
Unfortunately, that doesn't always work. Unless management is willing to enforce the rules, a lot of this stuff goes unchallenged. In my former apartment, where I lived with my three kids, a lot of residents flat-out ignored the rules. We'd find dirty diapers and pet waste lying around the property, etc. Ugh! Fortunately, in my new building the management is much stricter about enforcing these things.

I am constantly telling the Estate Agent the goings on here.
All she does is send everyone an email.
Visitors constantly park in other residents parking bays. Sign out front says Tenant parking only.
I sent the estate agent a fix for this problem, Instigate a Tow Away Zone.
I even sent her all the information for how to do this legally. The only cost would be "Tow Away Zone" signage.
If someone parking illegally had their vehicle towed away, recovery cost between $350 -$400. Word would soon get around.
Totally ignored.

Same story here in CA. I'm lucky my building is rent controlled, goes up minuscule amount once a year. Currently paying $870 for a studio--which includes all utilities. It seems to be dreadful all over the world.
 
If you notice lots of screens off the windows,
windows open and guys walking around the
parking lot talking on the phone get ready
for bed bug bites.

Yep, its Bugs and in the mattress too.
Sure, those lil round sores won't kill ya!
Those marks in your skin will itch real bad
but fade away in a few years.

It's ok, they are driving you out for more room.
I had them about 5 years ago, what a nightmare to de-bug!

There are no parking signs painted on the ground. Their visitors park on top of these signs. They simply do not care about rules and regulations.

Yes - certainly nearly all of us in places like US and Australia are descended from immigrants who took over the land and the way of life of indiginous people
Something like 1/4 of all Australians (including my own children) have at least one parent born overseas - most of us, if not immigrants ourselves ,are only a generation or 2 away from such.

Although I really think most of the problems in this thread are problems common to any blocks of multi flats at times - and the connection to immigration quotas etc is tenuous at best.

I dont dispute that - what I said is that it is a common problem to many multi flats with shared parking - it isnt a 'new immigrants' thing.

No that isnt what it means - each tenant will have their own designated parking spot but i n a shared area at the rear of the flats or suchlike - not a garage or carport connected or right next to each flat

Problem then happens when tenants/owners or their visitors use car parking spots belonging to another flat.

Not where I am. Every unit has a dedicated parking bay. Visitors park in empty bays when the owner is away.
I have come home and there has been a non resident car in my bay.
In that case, I park in front of the offending visitor.
They knock on my door when they want to leave. I then explain that parking is for residents only.
I have been laughed at.
Once when that happened I went back inside for 15 minutes.

The City of Perth includes the suburbs of Crawley, East Perth, Kings Park, Nedlands, Northbridge Perth and West Perth.

Perth Metropolitan suburbs go as far as ;
Two Rocks to the north, 61km from the CBD
Singleton to the south, 64km from the CBD
Chidlow to the east, 46km from the CBD
 
Bretrick: you have my sympathy regarding tenants and parking infringements. I am on the Strata Committee, and we are forever telling tenants they are parking in areas that says, "Visitor Parking Only". They couldn't care less. One Tenant even has a boat in the Visitor Parking Bay. I approached him about it, and he said it was up for sale, but nobody has made an offer, it has been there for 2 years. These people are only renting so don't care about the rules. I have just informed the Body Corporate to have a new sign erected on a metal fence near the Mains Box, it is extra-large and will be screwed on with metal screws - let's see how long this lasts.
I wished the tenant next door to me a Happy New Year and mentioned all the doves sitting on his roof, he said his wife was feeding them, I was shocked as it looks like an Alfred Hitchcock movie The Birds, and they are there on his and now my roof. Next, we might be invaded by rats looking for handouts. I'm not racist but all these people are from Middle Eastern countries, maybe they are allowed to do what they like.

They simply do as they like and the estate agent does nothing. As long as the rent is paid.
