It isn't being a bad parent per se though - it is knowingly enabling a behaviour of your child that leads to the criminal event.

In your example, if a parent gave a child keys to the car and told them to drive, knowing they were an inexperienced driver without a driving licence and than a fatal accident occurred - that parent would also be culpable.

That would generally be known as Wrongful or Negligent Entrustment of a motor vehicle.
 
It was just an example of the principle of actively enabling behaviour.
