I am a bit of a libertarian, and don't understand why the government needs to be involved in deciding how we dress, or don't. I don't know what the laws are in Germany but when there I saw a lot of topless women and some full nudity at swimming areas. I never saw it on the street.
I don’t think it’s good idea cause it could cause accidents of all sorts... Car accidents, construction workers building houses wrong, cross walk guy not watching the children …
Maybe at first but once we got used to it that would probably change. From my experience the first few times I saw a topless woman on the beach I could not help being distracted, but I got used to it. I still have trouble trying not to stare when I see fully nude women in public, but that's probably because I have not seen many. My grandfather told me that when he was growing up seeing a woman's ankle was shocking, when he went to Atlanta as a kid he'd position himself at the bottom of stairs for the chance to glimpse an ankle. It's all what we are used to.
And that's why women should probably not bare their breasts.
It's not the problem of the women...it's that not all men are gentlemen.
Lots of reasons not to, but I think it should be the individual's choice not the government.

In Genesis 3:21, we are informed that : "God made garments of skins for Adam and for his wife and clothed them."
Does it say they have to be worn all the time? Or specify what parts should be clothed?

It does, I know from experience. Just a part of the party, and the women can be of any age, not just young and fit. I think that makes it more interesting. It is also mostly limited to the adult areas, never seen it out St Charles where families and kids go to watch the parades. And that happens without government regulation, just people with common sense. A favorite exchange between floats and the crowd is: "Hey throw me something Mr" response: "show me something sister" and it often happens.
I guess one person's art is another person's pornography.
Yep, all the more reason to let people make their own decisions.
On Gay Pride days, some of the women scare the hell out of me.
I'd like to see that, or think I would anyway. Maybe from a safe distance.
Enough of this, maybe its time to search the internet for some examples of what we are talking about. No topless beaches in Utah, well no real beaches for that matter.
