I grew up in desert country like this and know it makes perfect sense. Desert rain is very infrequent but when it happens, it's a torrent and doesn't soak in but creates violent floods in desert washes. Rural highways save the expense of building bridges across the washes by creating dips instead. I've seen a few daring motorist try to brave the fast running water and they don't make it.
