styles of military uniforms change

I was looking at some old family photos.
There's one of my grandpop taken in 1918, while he was in the Army during World War I.
He's the tall fella, second from the left.
I found the uniforms interesting.
I wonder why they are wearing leggins that go from ankle to knee, over their trousers?
Grandpop grew up in Atlanta, Georgia.
He had a leave while stationed in Philadelphia and met my grandmom on a blind date.
It must have been love.

Lois, You can see a by your facial frame that your related to your grandfather. I'm a portrait artist, so bone structure is the first thing I see in a face.
