How much water is in a "minimum amount"?

I have frozen peas and the instructions call for placing the peas in a minimum amount of boiling water.
The instructions then segue over to a side explanation of physics and science and the effects of cold on hot water.

For that matter, how long is too long to avoid overcooking.

No wonder today's youth are lost. It's no longer clear what the right thing to do is.
