It is important that these types of events be attended, as it provides opportunity to feel really good about participation... without really doing anything significant. I struggle to keep up with the modern vernacular, but "virtue signaling" comes to mind.
 

Which government officials? British or Scottish?

The conference is taking place on UN territory so it is their responsibility. Local officials have no jurisdiction.
