Vicious Dog In My Yard

Sad situation I am in for past 3 years. Upstairs mean dog has wanted to hurt me since day 1. It barks and growls and bites at me in my windows in my basement apartment that is in the dog's yard when they let it out. They said to keep the windows closed. I am paying my rent every month for twelve years. I need the air down in here. I can't keep them closed all day. Then they said they will let me know when they let their mean dog out in the yard to close my windows, but it still barks at me in my house when it sees me inside. I am reduced to living in a back , small, bedroom all day. I have no freedom. What would you do? I was thinking about video recording the mean dog trying to come inside my window to bite me again. I feel abused and live alone with no help here or support in this matter. They said if I cause their dog to get hurt by police, they will hurt my two cats, if I do not close my windows when they tell me to and I call the police, it is all my fault. 68 years old. Live alone. Thank You for reading.

If they can't control their dog, they don't deserve to have one. If you ever need to call the police, tell them about your situation with the dog and its owner clearly so that they know what to do. Usually it's not as bad as it seems and a lot of dogs are all bark and no bite.
 
Does the dog belong to the landlord? If it is a tenant, you have the right to complain to the landlord about it. There should be a tenants agreement. No tenant is permitted to cause distress to another.
No. They told me the landlord knows the dog and is friends and said their dog can stay in the yard and to work something out together. They pay much more rent than I do. I must move but do not have a car or much money, or I would have moved a long time ago. I feel very sad and ashamed to post all this about my poor life. I have been calling and looking, but most places will not allow any pets, or just one. I have two. I am very ashamed my life is such a failure. I know I must move and as soon as I can save and find somewhere my cats will be happy, I will go. Thank You Folks.

I am curious how you know how much rent they pay? Did they reveal this info in order to make you feel that you are not on the same footing as them.

At any rate, start looking and then start packing.
 
You are in a very bad situation and it's not doing your mental state of mind any good. Life is short and you should not have to put up with this crap! There are 2 kinds of dog owners.
1. Good ones that discipline their dog, clean up after him and respect the neighbours.
2. Bad ones that let the dog bark on and on and have no respect for their neighbours.
Comrade Putin from Russia would not put up with a dog for so long as you have. He would use a lot of poison gas but you are not Comrade Putin.
On the serious side, there are smells, plants or sounds that dogs don't like. However, instead of making a war with this mutt and making your place look like Eastern Ukraine, I would just move out. I know, it's not your fault but there are just some god awful people out there. Remember, it's a "dumb and dumber" society and unfortunately, you have one of them next door that is a dog owner. Best of luck, I'm glad to live in a "no smoking; no pets" apartment. Bow Wow!
 
You are being bullied by your neighbor. Make a complaint with the dog wardens office or Police Dept. There are laws regarding vicious animals. Let them access this situation. This is irresponsible dog ownership. You are the human being here and should no way be inconvenienced by your neighbors dog. Stand up for yourself. I’m sorry that you’ve had to live like this.

That's a terrible situation, and if you call the authorities on the dog, they may take revenge on you or your cats. My heart goes out to you, that is no way to have to live. I strongly suggest you move, I know it's hard when you have two cats and not much money or car, but maybe you can get some help. Is there somewhere you can call to get social services advice, or senior citizen help to get you out of this situation? You really have to go, for your own sake and safety. Wishing you good luck, please keep us informed of what is going on there with you.
 
Fight back. Contact a lawyer and have him make their life miserable. Get bear spray and let the dog have it. Ammonia in a spray bottle will get its attention. Some dog owners are ignorant pains in the arse.

Could it be the two cats are the target of the dog & not you?

Did you report the bite? At that point you could have forced removal for your safety.
 
Can you have security/safety bars installed on your windows? Then you can open them and not be afraid of the dog coming through the window. There are security bars that install on the inside of the window if your landlord won't allow them to be installed on the outside of the building. I think a basement apartment should have security bars period. They are too easy to break into.
 
Some dog owners enjoy using a vicious dog to express their passive-aggressiveness and they take pleasure in seeing their dog frighten people. They don't care about their dog. If there is an animal-control organization in your area, you need to be reporting the situation to them as often as needed, as well as to the police. When they have to pay fines repeatedly or have their dogs quarantined, they sometimes get the message.
 
Call your local Animal Control Agency.
Along with any documentation you may have.
Record the barking.
Take pictures on your cell phone.
Most jurisdictions have noise abatement

They are guilty of elder abuse! If I was you, I would call your local office for the Office of the Aging and ask them to help you. You are being held prisoner in a basement apartment and there is no call for that! What state and city do you live in? I will look up your local office for the aging for you.
 
Is there any way you could get screens on the windows, at least one of them? Made of a strong material the the dog couldn't break through? At least you could have fresh air, even if not peace and quiet.

I agree with those who have said you should either move, or contact your local authorities. There are social service agencies, the police, and government authorities for this kind of thing. I don't think you need to hire a lawyer. And since you aren't wealthy, you probably couldn't afford one anyway. Try the agencies that are there for your protection.

I don't understand why you are reduced to living in a back bedroom all day. Are you not able to leave the house? If not, do you have no family or friends? If nothing else, how about your medical provider?
