About 30 minutes ago, I heard three strange but distinct tap noises a few seconds apart.
As I went to investigate that weird noise, the lights [and other electric devices] flickered
for a second, then car alarms in the neighborhood went off.

What would cause both the electricity and car alarms to go off at the same time ??

Same thing happened again just now.

I didn't hear the preceding tap noise... but I did hear a distant explosion type noise.
 
Same thing happens here. Usually comes right before an earthquake or aftershock.

Interesting you'd mention earthquakes. On Feb 26 there was a 4.2 mag earthquake in the Gulf of Mexico.
The next day while a friend who lives on North Padre Island was leaving a phone message, she stopped to
yell at her cats. Then on the recorded message she said for some unknown reason her cats were going nuts.

Just now the same thing happened a third time... electricity goes out for a few seconds with an explosion in the distance.
 
In my area it has been happening as the snow and ice covered tree limbs break and fall on the power lines.

The snap of the breaking branches sounds like a rifle shot.

In Texas with no snow, I have no idea.

It sounds like it may very well be a distant earthquake. Animals are often especially effected by quakes.
Was there a high wind ? When transformers blow up they can make a very loud boom.

The entire neighborhood has been forced to evacuate indefinitely for gas line replacement.
Now the word is... the gas company may be looking into similar problems with other
Dallas neighborhoods.

There are theories that an earthquake outside the current New Madrid seismic zone may have
triggered the huge 1811-1812 New Madrid earthquakes. According to one theory, an earthquake
in the Gulf of Mexico may have triggered it.

There was a minor one last night, and yes, right before the lightbulb flickered, and a 'pop' sound about 5 seconds before the actual quake. Some creaking afterwards.
