TICA has correctly fingered this item as a leather glove stretcher. When leather gets wet it shrinks. So what do you do? Stretch it out. This tool would fit inside each finger of the glove. Squeezing the handles would force the leather to stretch and soften it a bit.
There were some fancy ones made over the years as well, for the uptown crowd ...
... and they now make special ones just for golfers!
Of course, for the economically-minded you could always just wrap a roll of dimes in duct tape and stick it in the finger.
