Phantom has correctly identified this item as a Pocket Hole Machine or Door Lock Mortiser. It was used to create a hole or mortise in a wooden door slab to fit a mortise lock. You've probably seen such a lock before without knowing its proper name -

Nowadays the lock mortising is done by the descendents of the old mortiser, usually employing a power drill or router in lieu of the manually-operated chisel -
