Either security surveys... I'm uncertain, however, I'd say that if they were helicopters (as it occurs overhead here, frequently), they're assisting ground police force to pinpoint the bandits...There is always one or two planes flying at this hour every night.

Sight seeing at 2am seems strange. The airport is very close by, too high for arriving/departing.Sight seeing tour? Do you have smaller airlines that would be taking passengers to more remote locations via small aircraft? Departing or arriving at that hour? And the every popular, just to annoy you.

Air courier services, doing "overnight deliveries " to distant locations. A single engine Cesena can carry about 400 pounds of cargo . Small but valuable packages, that have to get to their destination, quickly. I used to work for a Canadian based expedite company that owned a number of cargo planes, in addition to a national fleet of vans, 5 ton straight trucks, and tractor trailers.There is always one or two planes flying at this hour every night.

It is possible to get a small item ( less than 20 kg ) shipped as express cargo here in Canada using either Air Canada or West Jet. Bring item to cargo counter at departure airport, fill out waybill, pay for shipment using your credit card, get the waybill number. The item goes on the next passenger flight to the destination. Call your contact at the arrival city, give them the waybill number and the flight number. They go to the cargo building and pick up the item, using the waybill number and their I.D. card.When my husband and I worked for a company that made ibm computers, we transported them to the airport and it was usually after dinner time. We both were responsible for getting the products out. My husband managed production and I managed quality control. Many companies transport their products via air, especially after business hours. Its cheaper.
At one time in the past I was in the live lobster business, buying crawlers from Nova Scotia, and having them shipped as express cargo to Pearson. I could place my order at 8 am Nova Scotia time, and have them in hand by noon at Toronto and delivered to my wholesale customers by 3pm. Captain Jim's Atlantic Lobsters was the business name. My motto was. They were swimming this morning... JimB.Express Cargo is a busy place at Toronto airport. I worked almost right next to it. They have people working there 24/7 in the cargo department. I’m not sure how it compares to other airports. All I know is that it’s a busy place but incredibly well managed.
