Why do some people not capitalize I when writing?

I have to explain, I am having trouble with my caps key lately.

I never learned German except for ordering beer and asking directions to the ladies' room (usually in that order). Anybody know why they capitalize so many words in a sentence? It seems random.

All German nouns are capitalised.

There is a town in Finland called Ii. It's pronounced "E"
