Eccentric
is an interesting word, that in the present times, I would more likely use to describe an animated cartoon or other totally fictional character, rather than any actual person.

For a person, traits of individuality and creativity, now come to mind, as much as the highly unusual nature, and the extreme of being very out-of-present-norms.

What norms? It is hard to be unconventional, when most every part of our society's norms are in serious question and change. We live in eccentric times.

Pardon me if you all have heard this before but often the mentally challenged or strange behaving higher classes are considered eccentric while the lower strange ones are just considered plain whacko.
