When I was in high school the big fashion fad was hip huggers and the thinnest girls would wear short tops with them to expose their midriffs. It was not considered a slutty look at all. It was like mini-skirts - everyone was wearing them, there was very little else to buy in the stores for teens, so all the girls wore them. Our schools did have rules, however, about belly buttons showing so girls would get tops that stopped right at the top of the hip huggers.
Girls would get sent home to change if they broke that rule, or if no one could pick them up, they'd be ordered to wear their P.E. top all day even if it smelled and needed washing.
I had only one top that showed my midrif and I only wore it on the weekend, once, with hip huggers. Other times I'd wear it with regular pants. I'm sure I was just doing it because it was normal and I wanted to attract a boyfriend. We all wanted boyfriends - a steady date to go to the dances with.
I've since come to think as high school dances as cruel things. Clubs are better. Let the kids get involved in hobbies in clubs and make friends of any gender. Much healthier than all the pressure and insecurity that goes into a dance.
During this same era, we had girls rejecting the mini-skirt trend and wearing long skirts to school. Those were against the rules until some parents complained. Long skirts were deemed a safety hazard. Seriously.
Parents carried on and the school began to allow them. Long skirts came into being because of hippies and the Flower Children, but also because New York Designers saw hippies wearing long dresses and said, "Yeah, we can copy that!" Soon designers had long dresses and minis in their collections.
The late 60s and early 70s were a time of extremes in fashion, but that made it fun too.
