A one-legged dementia-hit care home resident who died after being Tasered, hit with a baton and pepper sprayed by police has been pictured for the first time.
Police were called to a care home in St Leonards-on-Sea, East Sussex, on the afternoon of June 21 following reports that a wheelchair-bound elderly man was threatening staff with a knife.

When two officers arrived they found Donald Burgess, 93, a resident at the care home who suffered from advanced dementia, holding a knife.

After engaging with him briefly one of the officers pepper sprayed him and then used his baton on him while the second officer Tasered him.

They disarmed the elderly man and then handcuffed him. He was taken to hospital for treatment, but he died three weeks later on July 13.

Sussex Police voluntarily referred itself to the Independent Office for Police Conduct (IOPC) which has launched an enquiry.

The two officers - both police constables from Sussex Police - have been told they are under criminal investigation for manslaughter and have also been handed gross misconduct notices.
One neighbour, who did not wish to be named, said: 'Oh what a tragedy. He was a lovely, sociable man. He and his wife, Ethel, lived here for years and they were a lovely couple.

'Ethel got cancer and the last time she went into a hospice I promised her I'd look after her Don. This is so upsetting. I can't believe it. How terrible.'

She said Mr Burgess, a retired carpenter, had suffered from diabetes for some time and had to have his leg amputated as a result.

'After Ethel died he had his own carers,' the neighbour added. 'But after he had his leg amputated he only came back for one night before he had to go into a care home.'

Another neighbour said: 'He must have developed dementia after he went into the care home because he was always fine when he was here. We liked him. He was a friendly old guy. I think the death of his wife hit him very hard.'

Another resident said the couple were childless and had to rely on carers in their later years.

'They were both lovely,' said one. 'I don't remember Don having any hobbies like gardening or watching sport but I know he liked to watch the TV. He was a nice, gentle old man. What has happened to him has left me stunned and shocked. It's absolutely dreadful.'

The pepper spray would have incapacitated him enough, with no need for using a baton and definitely no need for tasering!
 
I'm just staggered beyond belief.. This is so typical of our Police force now in this country.. young , not properly trained, and over-react to the slightest thing....
No-one suffering from dementia should be attacked by anyone much less the police.. ..and even if they hadn't been police officers, even the smallest iota of common sense would tell you, you don't Taser, then beat a man with a Baton..who is 93 years old.. with dementia.. and unable to even stand.. ..I'm just incensed.. this country's Police are just appalling now.. something needs to be done and fast!!

Of course here in the U.S. we're also seeing almost daily examples of poor training, and officers grossly over-reacting. The ability to 'read' the situation is sorely lacking, with these young officers.
 
The article says the subject was holding a knife and threatening staff with the knife. Obviously the police would have tried to reason with the guy to convince him to drop or surrender the knife prior to using force against him. Because of his dementia, communication with him would likely have been to no avail, so the cops would then have no other option than to use force necessary to disarm the subject, arrest him and take him away to jail or mental health facility. I'm sorry the guy is deceased, but I don't think the police deserve any blame for that, based on what I am reading. They were, it seems to me, simply doing their job, which is assure and maintain public safety according to law. Just because the guy is a leg amputee doesn't mean he cant do a lot of damage to anyone close by, especially the policemen trying to disarm him! I'm sorry, this gets NO sympathy from me. And I also happen to be an above knee leg amputee!

One of them could have snuck up behind him and pinned the arm with the knife very easily. Can't imagine a need for a taser

wrong !! Wrong and Wrong!!..he had dementia.. he was 93 years old... they didn't have to Taser him... they didn't have to use a Baton on him.. who was terrified of an old man in a wheelchair with dementia.. an old man who didn't know where he was, and could barely walk... who was he going to chase down with the knife.. ? They pepper sprayed him, that was enough to get the knife off him... ..The rookie cops over-reacted and that's why they're facing disciplinary charges..

This is one that recently happened here. I sometimes feel like I don't even know who the good guys are any more. People just seem to be losing their minds.

..at least they didn't attack her, thank the Lord.. and in the case of a Bi-polar episode, people can be very dangerous, so the police may have not been professional in this case but they didn't attack her..

No sorry, the wrongness is 100% on your end not mine. If what you say is true, why did the facility staff call the police instead of trying to handle the situation on their own? The fact that they called the police in the first place is ample evidence that they perceived this guy was a serious threat to life and safety. You make him out to be this nice guy gingerbread man innocent pussycat who couldn't/wouldn't hurt a flea and because he's 93 years old and demented he could be tricked and taken town by some girl scout. That's ageism and ableism at its worst! I mean look at the arms on this guy! Look how big he is. Look at those empty staring eyes. I rest my case!

I'm with Holly. He could have been subdued using a bed sheet or a table cloth from behind.
 
Well, looks like the U.S.A. is not the only place that has "Killer Kops" who use deadly force because they can. There are a lot of people on police forces who have no business being there. Some have anger management issues, some have God complexes and others just plain outright enjoy inflicting pain and suffering on people (masochists). Once they disarmed him and pepper sprayed him, that should have been the end of it. Keep us posted HD...I'd like to see those cops get what they deserve. He looks like such a pleasant, dear old man too.
 
The contents of a cup of cold water would have been
a better thing to use, it would have made a little bit
of mess, but it wouldn't have injured the old man, this
supports my theory that our police are being trained
to bully people into submission!

But to use Pepper Spray, a Baton and a Taser is way over
the top!

An eye for an eye, should be considered here, do to the
police, what they did to an old invalid, see if they like it.

P.S. if they're afraid of a one legged old man in a wheelchair,
then they shouldn't be in the Police Force, they couldn't handle

the problem is that care homes are run these days by kids on minimum wage... they wouldn't have had the experience or the common sense to have dealt with this, this will be why the police were called.....if you read the story, you will see that this is a man who EVERYONE said couldn't be nicer.. not just ME .. and of course IF he has empty staring eyes.. he's got Dementia.. jeez... thank God you're not deciding who gets to live or die..

What kind of a knife was it? Where did he get it? Was he receiving specialized attention because of dementia or just among the regular residents? The dementia units that I'm familiar with are very careful about patients access to things like tableware.
