Bretrick, I know some people who are going through this in the area they live in. It's just not in the residential areas, but also at the stores where there are problems. The city officials are down playing it, but when you talk to those who live it, it's sad.
IMO, no one who has moved from their country of origin has the right not to obey the laws/rules of the nation they have moved to. There is no excuse for them not to either already know, or immediately start to learn to speak, read & write that language of the new country. This is part of being able to be successful & make it on your own where you live.
In Spanish class, we were told not to visit another country & be the ugly visitor. We should learn about the culture of the people of that country & go with the flow. Sadly, this isn't being done by a lot of the people coming from other places to our countries.
The ones that are willing to fit into the new country will be successful & welcomed. We have a great Chinese couple who have lived in our town for 25 years. They came here with very little & made something for themselves & their kids. We have a new Mexican restaurant & the family has put a lot of money in the building before they ever opened it. It's been open now for about a year & they are busy.
As long as you have individuals who are willing to overlook, or make excuses for the rules/laws not being followed by these people, things won't get better.
