The White House ordered the use of behavioral sciences to make access to government programs(agenda) easier. I think when the military or intelligence community uses behavioral science it's called psyops.

There have been studies and books over the last decade that say behavioral science can be used to "nudge" the public toward government programs. There was a 2013 memo: Strengthening Federal Capacity For Behavioral Insights. The British created a Behavioral Insights Unit in 2010 including the use of experimentation. A 2008 book called "Nudge" by American college professors said use of behavioral sciences could be used to 'nudge' the public toward government programs and policy.
We've already been exposed to Madison Ave who has used behavioral science for decades in their marketing techniques. You see them in commercials & advertisements all the time. It took more time than you think to pose a a nice juicy hamburger or shiny car. I keep on thinking of the subliminal advertising used at movie theaters with momentary single frame pictures of popcorn and soda.
Personally the government should present information in a very straight forward neutral manner. The politicians should be selling it, not the agencies who are there to serve, not sell.
