What would you do? topic below.

Close to sunset so the suitcase has been on the beach since last night when the tide brought it in. Or left there by someone during the day?

If in America on a beach on one of the coasts I'd contact local police. If on a beach in a foreign country same thing call local authorities.

Since this is hypothetical I'm on vacation don't want to open a suitcase that might contain another persons dirty underwear. Still curious I'd wait for someone in authority to show up to see what they would do. Hopefully they would open it just satisfy my curiosity about what might be in it.

Not completely true.
With the available info & what we know I suspect Lady E was smuggling something.

We know the suitcase was fabric because it was wet, a hard case one wouldn't be.

We know it recently washed up & is on the beach at the waters edge because it was still wet> If it had washed up the night before during high tide it would be further in & dry for being out in the sun all day.

It was moving so it had to have something that could survive being in the ocean.

Then there this by Lady E

My imagination tells me she was cruising close to shore to avoid the Coast Guard but she saw the Coast Guard closing in on her so she tossed the suitcase over board. With the GPS tracker she could get it later.


Now all we need is for Lady E to tell us what was in the suit case.
 
Long story short is to leave it alone untouched and call the police. If they don’t have any detection methods to check for explosive materials, the Pennsylvania State Police does and the police department would call us.

To find a suitcase on a beach would make me very suspicious and leery about even touching the thing.

Yes, this is very close to what happened! I was cruising too
close to shore and the Coast Guard was rapidly closing in
on me. I felt no choice but to toss the suitcase overboard.
The GPS tracker is a very high quality one and sustains any
moisture or water.

The handle of the suitcase has a firm and tight inside compartment
barely findable or noticeable to anyone. It's too cleverly done.

Hidden inside the suitcase handle is a name and address, phone nbr
to be contacted for further info on the belongings inside the suitcase.
BUT no items inside the suitcase? The info inside the
handle reveals all that is necessary to know and learn.

Meanwhile three uniformed persons appear on the beach with a rapid
pace towards the suitcase. They are intent and shady looking.
