Close to sunset so the suitcase has been on the beach since last night when the tide brought it in. Or left there by someone during the day?

If in America on a beach on one of the coasts I'd contact local police. If on a beach in a foreign country same thing call local authorities.

Since this is hypothetical I'm on vacation don't want to open a suitcase that might contain another persons dirty underwear. Still curious I'd wait for someone in authority to show up to see what they would do. Hopefully they would open it just satisfy my curiosity about what might be in it.

I think you'd better wait til you get back to America, to alert the foreign authorities.

Not completely true.
With the available info & what we know I suspect Lady E was smuggling something.

We know the suitcase was fabric because it was wet, a hard case one wouldn't be.

We know it recently washed up & is on the beach at the waters edge because it was still wet> If it had washed up the night before during high tide it would be further in & dry for being out in the sun all day.

It was moving so it had to have something that could survive being in the ocean.

Long story short is to leave it alone untouched and call the police. If they don’t have any detection methods to check for explosive materials, the Pennsylvania State Police does and the police department would call us.

To find a suitcase on a beach would make me very suspicious and leery about even touching the thing.
