A Serial Bomber in Texas? 3 package bombs, 2 killed.

It's very unlikely that someone would open a package on the porch or stoop. People bring packages into their homes first. If the packages exploded on the outside I suspect that a mercury switch or similar was used so that simply bringing the package off level would trigger it.

I can't find much on the Windsor Park neighborhood beyond the strong impression from the neighborhood website that crime is a major problem. The Montopolis neighborhood is a slum, definitely an area where people would open unknown packages. The third location is too vague to be of use.

These events could also be the work of drug dealers trying to secure more territory.

Here in Houston we have been advised to not open any unordered packages left on our steps. To call 911 first. I would not open anything much less bring it into the house.

I wonder what person would have the type of specialized knowledge to build an I.E.D.? I'm a fairly handy guy but I sure wouldn't know where to even begin. Is detailed information like this on the www ? :(
