I would think that it might be policy that you wear a vest when you move in on a known felon, whether they're known to have a gun or not ...
 

Yes, bikies, druggies and bank robbers but paedophiles not so much.
They are not usually armed and dangerous.
You could usually send the transport police to arrest them.
One man and a dog would suffice.
 
I think U.S. Marshals don't take any chances and usually wear armor on any take-down. NYC police, on the other hand, probably only don their vests where there is a reasonable chance of gunfire.

The fact that he was a felon in flight probably made the decision for them.

Transport police? That would be the marshals - that's their job.

One man and a dog ... current police tactics seem to call for a show of force, so the more the merrier.
 
Seems like a lot of trouble to go thru just to catch a wanted child molester.

There has good to more to this story then go thru all this shooting to catch this guy.

Apparently he vowed not be taken alive. And actually legally owned a gun purchased years earlier. This was very close quarters. He was also trained in search and rescue and/or had survival training.

Actually close quarters can be more dangerous because you can only fit so many people in a closed area. The police probably had poor angles and access to the suspect which allowed him time to get off shots. The suspect got off 4 rounds and the police got off 8.
