Daniel Penny, who killed Michael Jackson impersonator on NY subway, to be charged with manslaughter

While I believe Penny had no intention of killing Mr. Neely, being a former marine, he should have known how deadly the choke hold could be. Once other passengers joined in to restrain Mr. Neely, he should have let go of his neck! He could have done so without fear that Mr. Neely could continue harrrassing other passenger. It is an unfortunate outcome and I'll be interested to see how this plays out.
Maybe neely should have known not to threaten decent people with violence but he chose to initiate his own problems for many years.
 

Someone said the aggressor Neely was failed by the system. I would say that Daniel Penny, Jordan Williams and all the riders of the NYC subway were also failed by the system. If the government is going to offer a method of transportation it should be required of them to secure it. These cases are not just a one off, they are a part of a pattern. I hope NYC officials are roundly sued by all the victims of the crime that is allowed to continue on their subway.

I agree, 100% security is never possible, but I think NYC could do a better job of it.

Problem, as always, is cost. Do you add the cost of increased security to the price of subway fare, or do all taxpayers pay? In the end I suspect lowering crime rates may save enough to off set the security costs, but the start up money has to come from somewhere. And quantifying the savings would be hard.
 

Lawsuits about dereliction of duty cost the taxpayers a lot too. Perhaps some punishment for elected and appointed officials who fail to do their jobs and who pass laws that make keeping the peace impossible should be considered.

Not long ago there was a rash of mentally ill criminals pushing people off the platforms in front of moving trains.

I would think that people that can afford other modes of transportation have left the subway by now but that won't be most people. As far as cost goes I'm sure there is plenty of money wasted on unnecessary things but of course they won't cut anything to better fund public safety.
