Describe the term “no rest for the wicked”

curious to learn the meaning “no rest for the wicked”?

They always have to be looking back over their shoulders to make sure no one is trying to do to them what they're doing to others. Very unrestful.

I always thought it was "No rest for the weary." That one makes a lot more sense to me.
