Since you obviously don't know this one, Holly, and nobody else seems interested in playing, I'll tell you who it is: It's Snidely Whiplash, the villain of Dudley Doright of the Mounties. Maybe it didn't make it to England. I think it was a spinoff of the Bullwinkle Show.
