In the mid 30s, my father had the same idea, but it was a clock face with one hand going around

to show how much time you had before the green light changed to RED.

Ergo: No need for an amber light.
 
I think people would misjudge the amounts and get confused, I know I would. When it looks like a cocktail glass, they would definitely be distracted. :p
 
The hourglass traffic lights look complex, distracting and confusing.
What's in use now works fine. And you know what they say... if it's not broke, don't fix it.
The drivers who run lights would also run the hourglass light too.
Bad idea and I bet it's costly too.
