Animal testing, including dogs, has long been a part of biomedical research. Without it we would all lead much less healthy lives.
The NIH has guidelines for treatment of lab animals, but the animals are still not treated well by our "pet" standards

Fauci knows this, so do millions of others. However to expect that he was personally involved with one grant representing something like 0.00001% of the NIH grant budget doesn't make sense. And I have seen no evidence these studies violated NIH guidelines...
