Iran and others do not think like a nation state nor practice war like one. That's one reason they are not bowing to the shock and awe strategy. The culture produces suicide bombers. They put too much priority on traditional targets

I think they were more surprised they way Iran fired into at least a half dozen third party countries which have to be protected more than they thought. Gulf War I was stalled a little when Sadam fired Scud missiles into Israel.
