Well, I suppose that the Tyrannosaurus Rex needed arms (even tiny ones) to hold a baby Tyrannosauras while it sang baby a lullaby.

Genetics, just like humans. One man might be 8 feet tall while another is 4 feet tall. Arms, legs, ears, all subject to physiology etc.

One of my favorite cartoons, can't find it right now, shows a Tyrannosaurus Rex trying to put the moves on a female T-Rex. They're on a couch, he's trying to get his arm around her and can't. She gets impatient and leaves. The caption says, "Why the dinosaurs became extinct."

Use them or lose them? i.e. (semi) vestigial limbs.
They certainly didn't need them for climbing trees.

Snakes' legs are fully vestigial and crocodiles' are also quite reduced in size compared to the rest of the body. Only useful when on land and for nesting.
