So What Was the Purpose of the Tyrannosaurus Rex's Tiny Arms?

Genetics, just like humans. One man might be 8 feet tall while another is 4 feet tall. Arms, legs, ears, all subject to physiology etc.

Use them or lose them? i.e. (semi) vestigial limbs.
They certainly didn't need them for climbing trees.

Snakes' legs are fully vestigial and crocodiles' are also quite reduced in size compared to the rest of the body. Only useful when on land and for nesting.
