Had to look up biro...yes it does look like those ball point pens with different colors.

Did you also know that a Hungarian named Biro invented the ball point pen. And that Biro in Hungarian means judge.

It's just a band, holding those prongs.

It looks a bit like those biros you can get, with four different colours in it.

tool for pricking pies/pastries prior to cooking ?

Not for pricking pies, no, but good guess.
 
It looks familiar to me, too, but I can't remember where or why. I am guessing a tool used for leatherworking, or maybe in copper, where they make pictures by punching little dents into the copper sheet.
 
That's interesting, just noticed that the prongs get progressively shorter, or is it longer, LOL!! Phil, you usin that dang photoshop again, LOL!!

They make great big ones to hold chalk for drawing a musical staff on the blackboard (do they even use blackboards anymore?). Now, THAT's asking for major chalk squeaks!
