Ah, today we have a wonderful piece of obscure history.

Manufactured between 1880 and 1900, this piece was adorned with scenes of local landmarks and although the majority of them were sold in the UK others of its kind were exported to North America, Europe, South Africa and Australia.

This particular example measures roughly 6" (15.24cm) long and 2" (5.08cm) wide. The artwork is inked and the finish is varnish.

WHAT IS IT?
 
Phil, is it scrimshaw, (spell check problems again),whalers and Eskimos used ivory whale tusks and bone to carve the design,and soot for blacksmithing the art.

Not scrimshaw, but excellent guess - it does look a lot like it.

Is it used for flattening the tobacco?

Not for flattening tobacco, no - but you're getting warmer ...
