celluloid collar shaper/holder?
My grandmother was a Cluett of Cluett Peabody, the comapany that made the first arrow shirts. They actually began in Troy NY, making celluloid collars...

Probably wrong guess, but anything to tell a bit of history. :)

Unfortunately, no, not a collar shaper.

Looks like it used to stretch something..
Perhaps a felt hat....

Me thinks it is used for embroidery or cross stitching,

My money is on Gdad's embroidery frame. The ring holds the tensioned fabric and is then fitted into the gadget with the screws to hold the whole thing steady and elevated.

GDAD has come up with the correct answer for this WII - it is a wooden sewing clamp, a sort of early version of a "third-hand" rig, that allowed the embroiderer / sewer to use both hands on the sewing while the project itself was supported on the hoop. The clamp was attached to a tabletop. Some versions of this device also featured pin cushions, thread winders or other gadgets built into it.

Diwundrin was absent from here for a while, now she's back but, as I understand it, she's going to be setting up to move in a while so might be pulling a disappearing act again ...

Oh congrats GDAD, you beat me to it. I almost guessed darner, remember the sock darners as well? My grandmother had both the items in her sewing basket, well, not like the one Phil showed us. Just the circle one for embroidery;)
