Nwlady has, after much deep thought, deduced that this is a buggy-whip holder. Why leave your whips scattered around your beautiful home, when you can keep them all clean, dry and out of reach of the youngins with this wonderful storage / display item?

LOL, couldn't agree more Oakapple. I guess back in the day, they didn't do bad on design, but material was so heavy seems like I think it would have been cool to hang my nylons on (before "panty" hose, LOL!).
