I don't get it! In our country we have the benefit of access to public schools for all up through high school. Part of this should be a clear understanding that if a child is threatening fellow students and/or teachers/ administrators, then that student should lose the privilege of going to public schools.
Having a public school system should not guarantee access. The part of the responsibility of the school system is to protect the overall population at all times. If you bring a gun to school, you are gone for good! If you attack an employee or fellow student, you are gone! etc. etc.
I realize that some schools may use this to get rid of troublesome students, but better that they error on some, than allowing potentially dangerous students to stay.
In my day, if a kid was deemed a threat or troublemaker they just disappeared. We never saw them in school again! They had pretty much a no tolerance policy...
It is not about being FAIR! It is about protecting kids!
